That combination - off-field Electro plus healing - is exactly what a Hyperbloom team needs in its fourth slot, and no other character provides both as reliably. Hyperbloom damage scales only with two things: the trigger's Elemental Mastery and the trigger's character level. ATK, CRIT, and DMG bonuses do nothing. This means Kuki's optimal build is unusual: level her to 90 (non-negotiable - reaction damage scales hard with level), then stack full EM in every artifact slot (EM Sands, EM Goblet, EM Circlet) and give her an EM weapon. The tradeoff is healing. Kuki's healing scales with HP, so a full EM build noticeably reduces her output.
